Nurse compliance with installed BPOC Systems

Why are there so few studies on issues relating to relatively low compliance rates for hospitals with installed BPOC systems? It would seem that when 15% or more of administered meds are bypassing the BPOC systems this would be a signficant problem, (i.e. wouldn't we be concerned if we knew airline pilots routine skip 15% of their preflight saftey checks?) yet there seems little discuss let alone study of this problem.
