Charge on administration - duplicate billing

We just went LIVE with BMV [Meditech's BPOC system]in three areas of our facility and are charging at administration. We have discovered duplicate billing in these areas because Omnicell is also charging upon dispense. Has anyone else encountered this and hopefully found a solution?

Meditech PHA says there's nothing they can do. NMI says they can do a custom. SureMed says we have to either have all machines set to charge upon dispense or none.
